SB 959 - Currently, ninety percent of one percent of foundation formula money is distributed by the Commissioner of Education to address statewide areas of critical need for learning and development. This act removes the aforementioned earmark and instead requires that each year the Department of Elementary and Secondary Education (DESE) request funds for such purpose. Further, this act removes the current requirement which directs ten percent of one percent of foundation formula money to grant awards by the state board of education for the "Success Leads to Success" grant program.
