HCS#2/SCS/SB 778 – This act modifies provisions relating to the transfer of property. Current law provides that the boards of governors of certain state institutions of higher education may convey or transfer the title to certain real property without authorization from the General Assembly until August 28, 2011. This act extends this expiration date to August 28, 2017. In addition, any conveyance or transfer must be done at fair market value. This act also updates the name of the University of Central Missouri to reflect the name change authorized by its board of governors. This provision is similar to HB 1494 (2010). (Section 37.005) This act authorizes the Governor to convey the Veterans Home in Cape Girardeau. The Governor may also convey the permanent easement and temporary construction easement there. (Section 1) The Governor may convey the Missouri Lottery Headquarters in Jefferson City to owners of certain private property for the purpose of vacating an easement. (Section 2) The Governor may convey property that is part of the correctional facility known as the Church Farm to any person at a public offering. (Section 3) The Governor may convey the Western Missouri Mental Health Center in Kansas City. (Section 4) The Governor may convey all interest of the state of Missouri in Nodaway County to the City of Maryville. (Section 5) The Governor may, for fair market value, convey the South East Missouri Mental Health Center in Farmington. (Section 6) The Governor may convey the New Ballwin Mental Health Group Home in St. Louis County. (Section 7) The Governor may convey the Warden's Residence at the Boonville Correctional Center in Boonville. (Section 8) The Governor may convey all interest of the state of Missouri in real property in Franklin County. (Section 9) The Governor may convey the Sunrise State School in Marshfield. (Section 10) This act authorizes the Governor to convey the Nevada Habilitation Center. (Section 11) Sections 1-11 are also contained in SS/SCS/HB 2317 (2010).
