CURRENT BILL SUMMARY
SCS/SJR 61 - This constitutional amendment, if approved by the voters, would modify the types of laws that the General Assembly may enact relating to the right of suffrage for former felons. Under current law, persons convicted of a felony may be excluded by law from voting. This amendment modifies that provision so that only persons incarcerated or on probation or parole for conviction of dangerous felonies or persons convicted of crimes related to the right of suffrage may be excluded by law from voting. Furthermore, the amendment prohibits any person on probation or parole after conviction of a felony that is not a dangerous felony or a crime that is not connected with the right of suffrage from being excluded from voting.
This amendment is similar to a provision in HJR 90 (2020).
