SB 1128 - Under this act, the practice of pharmacy shall include the dispensing of self-administered hormonal contraceptives, defined in the act as a drug composed of one or more hormones that is approved by the United States Food and Drug Administration to prevent pregnancy. A pharmacist may dispense self-administered hormonal contraceptives to a person under a prescription order for medication therapy services. Such prescription orders shall have no expiration dates. The Board of Pharmacy and the Board of Registration for the Healing Arts shall jointly promulgate rules implementing this provision, including requiring a pharmacist to complete a training program, provide a self-screening risk assessment tool to patients, verbally refer patients to their health care provider at least once every 12 months prior to dispensing the contraceptive, providing patients with written records of dispensations, and dispensing the contraceptive as soon as practicable. All laws relating to insurance coverage of contraceptives shall apply to self-administered hormonal contraceptives dispensed under this act. Nothing in this act shall be construed to allow a pharmacist to make a therapeutic substitution of a pharmaceutical prescribed by a physician unless authorized by the written protocol or the physician's prescription order.
