SB 679 - This act modifies the laws relating to collaborative practice arrangements and advance practice registered nurses. Advance practice registered nurses are granted the authority to prescribe controlled substances without requiring delegated authority under a collaborative practice arrangement. Drugs prescribed or services provided by a licensed advanced practice registered nurse will be eligible for payments under MO HealthNet. This act allows collaborative practice arrangements to be either written protocols or standing orders. Collaborative practices will no longer be under the supervision of the State Board of Registration for the Healing Arts or Board of Nursing. The requirement that no contract can require a physician or advance practice registered nurse to enter into a collaborative agreement is eliminated. Physicians are allowed to enter into a collaborative practice with more than three advance practice registered nurses. Certified registered nurse anesthetists will be allowed to provide anesthesia services without supervision. Certified registered nurse anesthetists are to be certified by the National Board of Certification and Recertification for Nurse Anesthetists. The act grants advanced practice registered nurses authority to practice of respiratory care. The act defines advanced practice registered nurse, advance practice registered nursing, and certified registered nurse anesthetist. The one thousand hours of practice to obtain a certificate of controlled substance prescriptive authority is modified to include hours collaborating with an advanced practice registered nurse that already posses such a certificate. Advance practice registered nurses are no long required to practice with a continuously present physician for a month before practicing in a setting where the physician is not continuously present.
