SB 1041 - This act establishes the Interstate Compact on the Agreement Among the States to Elect the President by National Popular Vote Act. Under this act, with respect to presidential elections, all states which enter into the agreement are required to award all of their respective electoral votes to the winner of the cumulative national popular vote. The terms of the agreement only take effect when states which possess a cumulative majority of the electoral votes have adopted the agreement. Further, the agreement terminates upon the abolishment of the electoral college. This act is identical to HB 1959 (2016) and HB 2048 (2016). SCOTT SVAGERA
