CURRENT BILL SUMMARY
SS/SCS/SBs 331 & 21 - This act modifies and enacts provisions relating to law enforcement officers.
DECLARATION OF EMERGENCY BASED ON CIVIL UNREST - 44.100
This act requires the Governor, at the request of the county health department, to assign a sufficient number of state social workers, counselors, or psychologists to provide counseling and mental health services in the region affected by the unrest.
LAW ENFORCEMENT OFFICERS AND PROTESTS - 590.711
This act requires law enforcement agencies to have policies requiring law enforcement officers on duty at protests to wear visible, accurate identification tags when feasible.
LAW ENFORCEMENT CAMERAS - 590.810 & 610.100
This act prohibits the state from requiring peace officers to wear cameras or attach cameras to their vehicles, aircraft, watercraft, or other devices. The state is also prohibited from requiring law enforcement agencies to provide such cameras to their officers.
Under this act, a law enforcement agency may close recordings captured by law enforcement cameras for purposes of the state's public record laws. Even when closed, the recordings are available to any civilian review board to investigate allegations of misconduct by a law enforcement officer. The recordings may not be further disclosed by the civilian review board to any person who is not a member of the board.
These provisions are similar to SB 550 (2015), HB 987 (2015), and HCS/HB 762 (2015).
