SB 10 - This act creates the "No Taxation, All Donation Act". The state of Missouri, acting through the Department of Economic Development and the Office of Administration, may, upon such terms and with reasonable consideration as it may determine, subject to appropriation, expend funds from the "No Taxation, All Donation Fund", created by this act, for the purpose of aiding in the planning, undertaking, financing, or carrying out of an athletic and entertainment facility project for which application is made to the Department and approved by the Director and the Commissioner of Administration. Any individual may make a donation to the No Taxation, All Donation Fund. Any individual who donates more than $10,000 in the aggregate shall be entitled to free parking at the facility that is funded, in whole or in part, by this act. The act also creates the "No Dog in the Fight Act," which prohibits any athletic and entertainment facility that is funded, in whole or in part, through the "No Taxation, All Donation Act" from realizing more than 20% in profits off of any food sold on the premises of the facility.
