SB 1078 - This act removes the requirement that a complaint made to the Public Service Commission pertaining to excessive utility rates must be made with the signatures of local government officials or twenty-five customers. The act directs any utility that has a complaint filed against them to file a bond conditioned upon a refund for any rates or charges determined to be excessive by the commission. The calculation for such a refund is described in the act. The act directs the commission to decide any such complaint within eleven months of the complaint filing. MEGAN WORD
