SJR 20 - Upon voter approval, this proposed constitutional amendment would modify provisions relating to health care research and human cloning. Under this amendment, the General Assembly may enact laws concerning health care research, including controlling taxation, appropriations, and use of public resources for health care research, and regulating research that could pose a risk to human life or health. This amendment makes it unlawful to engage in human cloning. For the purposes of this provision and the provisions of the "Missouri Stem Cell Research and Cures Initiative" in Article III, Section 38(d) of the Missouri Constitution, the term "human cloning" means the creation of a human embryo at any stage from the zygote onward by any means other that the fertilization of a human egg by a human sperm. The provisions of this amendment supersede any provision of the "Missouri Stem Cell Research and Cures Initiative" in Article III, Section 38(d) that is inconsistent with these provisions.
