HJR 37 -- Limitation on Governor's Power of Reprieve Co-Sponsors: Scott, Naeger This proposed constitutional amendment prohibits the Governor from granting a commutation or reprieve of a death sentence for more than 30 days without a written recommendation from a majority of the Board of Probation and Parole.
