INTRODUCED

HJR 22 -- Excess State Revenues

Co-Sponsors:  Kreider, Fitzwater

Currently, any excess revenue which exceeds the revenue limit
established in Article X of the constitution by more than 1%
must be refunded pro rata based on the income tax liability of
all income taxpayers.  This proposed constitutional amendment
earmarks one-half of any excesses over 1% for distribution to
schools through the Twenty-first Century Educational Trust Fund.
