COMMITTEE ACTION:  Voted "do pass" by the Committee on
Miscellaneous Bills and Resolutions by a vote of 9 to 4.

This proposed constitutional amendment reduces the restriction
from 2 years to 6 months on the time a bingo game volunteer must
be a bona fide member of the licensed organization to
participate in the management, conduct, or operation of any game.

FISCAL NOTE:  Estimated Net Cost to General Revenue Fund of $0
in FY 2000, $59,850 in FY 2001, and $0 in FY 2002.

PROPONENTS:  Supporters say that they would like to use newer,
more eager volunteers because sometimes it is difficult to get
volunteers.

Testifying for the bill were Representative Scheve; and
Association of Charitable Games.

OPPONENTS:  There was no opposition voiced to the committee.
