HJR 14 -- Excess State Revenues Sponsor: Reynolds Currently, the Missouri Constitution requires all excess Article X revenues above the limit to be refunded only to taxpayers who had income tax liability during the period the limit was exceeded. This proposed amendment requires refunds to taxpayers through all sources which gave rise to the excess revenues.
