HCS HB 934 -- DIVISION OF PROFESSIONAL REGISTRATION TRANSFER

COMMITTEE ACTION: Voted "do pass" by the Committee on
Professional Registration and Licensing by a vote of 9 to 3.
This substitute transfers the Division of Professional
Registration from the Department of Economic Development to the
Department of Labor and Industrial Relations. The transfer is a
type III transfer.
The substitute allows the presidents of professional
associations to submit the names of candidates to fill vacancies
on their respective boards. The associations contained in the
substitute include the Missouri Association of Certified Public
Accountants, Missouri Association of Landscaped Architects,
Missouri Podiatric Medical Association, Missouri Chiropractic
Association, Missouri Funeral Directors Association, Missouri
State Medical Association, Missouri Association of Osteopathic
Physicians and Surgeons, American Counseling Association of
Missouri, Missouri Association of Realtors, and Missouri
Appraiser Advisory Council.

PROPONENTS: Supporters say that at this time the Department of
Labor and Industrial Relations has more advanced technological
resources, such as micro optical imaging, and professional
registration being a regulatory body needs to utilize this type
of technology. It is also believed that this move could have a
substantial cost savings to the state.
Testifying for the bill were Representative Treadway; Department
of Labor and Industrial Relations; Division of Professional
Registration; State Board of Funeral Directors and Embalmers;
and State Board of Pharmacy.
OPPONENTS: Those who oppose the original bill say that the
transfer needs to be a type III transfer (in the substitute).
It is necessary for the professional boards to remain autonomous
from the department.

Realtors; Missouri Nurses Association; Missouri Podiatric
Medical Association; Missouri Psychological Association;
Missouri Funeral Directors Association; Missouri State Medical
Association; National Prearranged Services; Missouri Society of
Architects and Engineers; and Missouri Chiropractic Association.
