HB 915 -- MEETINGS OF ELECTRIC COOPERATIVES

This bill changes the percentages of members that must be
present to constitute a quorum for the transaction of business
at all meetings of electric cooperatives.  Current law requires
5% of the first 2,000 members and 2% of the remaining members to
be present.  This bill establishes that 2% of the first 2,000
members and 1% of the remaining members will be a quorum.

on Utilities Regulation by a vote of 18 to 0.

This bill changes the percentages of members that must be
present to constitute a quorum for the transaction of business
at all meetings of electric cooperatives.  Current law requires
5% of the first 2,000 members and 2% of the remaining members to
be present.  This bill establishes that 2% of the first 2,000
members and 1% of the remaining members will be a quorum.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that in order for many rural
electric cooperatives to do business, the number of members
needed for a quorum must be reduced, since participation at
cooperative meetings has greatly decreased.

Testifying for the bill were Representatives Mays (50) and
Legan; Southwest Electric Cooperative; and Association of
Missouri Electric Cooperatives.

OPPONENTS:  There was no opposition voiced to the committee.
