This bill specifies that laws governing discontinuing and
extending benefits in group health insurance policies and
contracts apply to health services corporations and health
maintenance organizations.

FISCAL NOTE:  Estimated Net Increase to Insurance Dedicated Fund
of $1,500 in FY 2000, $0 in FY 2001, and $0 in FY 2002.

PROPONENTS:  Supporters say that this bill solves the problem of
who pays for a person's hospitalization during the change from
Company Y's group health coverage to Company Z's group
coverage.  The bill requires Company Y to pay for the person's
hospital stay until their discharge.  Company Z will then be
responsible for any subsequent hospitalization or rehabilitation
services.  Current law already treats indemnity companies this
way.

Testifying for the bill were Representative Auer; Missouri
Association of Health Plans; and Department of Insurance.

OPPONENTS:  There was no opposition voiced to the committee.
