HB 841 -- Health and Educational Facilities Authority

Sponsor:  Harlan

This bill revises provisions relating to the Health and
Educational Facilities Authority of the State of Missouri.

The bill revises the definition of "health facilities" to
include uses for congregate, life, senior, extended care,
elderly housing or care facilities, and pharmacies; technical,
paraprofessional or dental schools; and mental and physical
rehabilitation facilities, substance abuse treatment and
rehabilitation facilities, and child care or child welfare
facilities.

The Governor is authorized as the elected representative to
approve the financing of health facilities or educational
facilities located in Missouri by out-of-state bond issuers as
coordinated by the Authority.  Bonds issued by the Health and
Educational Facilities Authority can be payable in installments
not exceeding a time of 60 years from the date of issuance.

The Health and Educational Facilities Authority is authorized to
review the cost effectiveness of issuing school district bonds
of participating school districts and establishing funding
agreements, investments not required for immediate disbursement,
and other financial transactions.  In addition, the Authority is
required  to submit a report containing recommendations to the
General Assembly no later than the 15th day of August of each
year.
