HB 827 -- FAMILY RESTROOMS

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Governmental Organization and Review by a vote of 7 to 4.

This bill requires public facilities such as sports stadiums,
auditoriums and shopping malls which are built after January 1,
2000, to provide one family restroom for every pair of male and
female restrooms which have three or more toilets.  Family
restrooms are required to have a privacy latch and comply with
all state and federal laws regarding access for persons with
disabilities.

The bill also requires a privacy latch for entrances to
restrooms which have no more than two toilets.  Such restrooms
are required to comply with all state and federal laws regarding
access for persons with disabilities.

Facilities constructed prior to January 1, 2000, which undergo a
major structural renovation are required to provide family
restrooms or privacy latches for restroom entrances.

FISCAL NOTE:  Estimated Net Cost to General Revenue Fund of
$168,000 to Unknown in FY 2000, $278,600 to Unknown in FY 2001,
and $357,308 to Unknown in FY 2002.  Cost to Parks Sales Tax
Fund of $0 in FY 2000, $233,250 in FY 2001, and $240,248 in FY
2002.  Cost to State Road Fund of $24,000 in FY 2000, $111,240
in FY 2001, and $114,578 in FY 2002.  Cost to Conservation
Commission fund of Unknown in FY 2000, FY 2001, and FY 2002.

PROPONENTS:  Supporters say that family restrooms will allow
family members of disabled persons to assist them in a
restroom.  They will not have to worry about going into a
restroom of the opposite sex.  This will also help parents of
small children who do not feel comfortable letting them go to a
restroom alone.

Testifying for the bill were Representative Williams (121); and
Warrensburg Independent Living Services.

OPPONENTS:  There was no opposition voiced to the committee.
