HB 817 -- DELINQUENT TAXES

CO-SPONSORS:  Lakin, Cooper, Skaggs

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government and Related Matters by a vote of 17 to 0.

This bill increases the penalty for delinquent drainage and
levee taxes from 1% to 2% per month, not to exceed 18% per
year.  The bill also requires that all delinquent personal
property taxes be paid in full before payment will be accepted
for current real or personal property taxes.  Written
instruments conveying real property must now be recorded within
60 days of the transfer of title, with the statute of
limitations tolled until recording.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill will make penalties
consistent.

Testifying for the bill were Representative Lakin; and Missouri
Association of Counties.

OPPONENTS:  Those who oppose the bill say that 60 days may be
too long for some title transfers.  The part of the bill dealing
with real estate is not needed.

Testifying against the bill was Missouri Land Title Association.
