HB 787 -- WATER POLLUTION PERMIT FEES

SPONSOR:  Wiggins

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Environment and Energy by a vote of 12 to 0.

Water pollution permit fees will expire on December 31, 2000.
This bill removes the sunset date for operating permit fees and
extends the construction permit fees to December 31, 2008.

FISCAL NOTE:  Income to Natural Resources Protection Fund of
$1,050,000 in FY 2000, $2,100,000 in FY 2001, and $2,100,000 in
FY 2002.

PROPONENTS:  Supporters say that these fees provide important
funds for water pollution control efforts and for maintaining
state primacy in the enforcement of federal law.

Testifying for the bill were Representative Wiggins; Steve
Mahfood, Director, Department of Natural Resources; Regulatory
Environmental Group for Missouri; and Sierra Club.

OPPONENTS:  There was no opposition voiced to the committee.
