HB 745 -- SALES TAXATION (Kreider)

Current law allows the governing body of any city or county,
except Jackson and St. Louis counties, to impose by ordinance
and upon voter approval a sales tax up to one-half of 1% on all
retail sales for the purpose of providing law enforcement.  This
bill allows use of the sales tax for fire protection.  Funds
collected from this tax would be deposited into the County
Public Safety Sales Tax Trust Fund which is created in this bill.

FISCAL NOTE:  Income to General Revenue Fund of $0 to Unknown in
FY 2000, FY 2001, and FY 2002.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Local Government and Related Matters by a vote of 17 to 0.

Current law allows the governing body of any city or county,
except Jackson and St. Louis counties, to impose by ordinance
and upon voter approval a sales tax up to one-half of 1% on all
retail sales for the purpose of providing law enforcement.  This
bill allows use of the sales tax for fire protection.  Funds
collected from this tax would be deposited into the County

FY 2000, FY 2001, and FY 2002.

PROPONENTS:  Supporters say that this bill will give cities the
ability to provide fire protection.

Testifying for the bill were Representative Kreider; Missouri
State Council of Fire Fighters; Missouri Municipal League; and
Missouri Police Chiefs Association.

OPPONENTS:  There was no opposition voiced to the committee.
