DEFENDANTS (Crump)

This bill requires court clerks to give to the central
repository in the Highway Patrol (MULES):  the name, address,
and disposition information of persons who have been civilly
committed to the Department of Mental Health; and certain court
documents of persons who have been committed to the department
subsequent to being found not guilty by reason of insanity.

FISCAL NOTE:  No impact on state funds.

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee
on Public Safety and Law Enforcement by a vote of 16 to 0.

This bill requires court clerks to give to the central
repository in the Highway Patrol (MULES):  the name, address,
and disposition information of persons who have been civilly
committed to the Department of Mental Health; and certain court
documents of persons who have been committed to the department
subsequent to being found not guilty by reason of insanity.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the bill would allow speedy
access to information concerning individuals who have been
committed to the Department of Mental Health by court order or
due to an insanity plea, which would be helpful in background
checks for the safety of the general public.

Testifying for the bill were Representative Crump; and Missouri
Sheriff's Association.

OPPONENTS:  There was no opposition voiced to the committee.
