SPONSOR:  Hoppe

COMMITTEE ACTION:  Voted "do pass" by the Committee on Local
Government and Related Matters by a vote of 17 to 0.

This bill permits the organization of nonprofit, membership
water corporations, describes incorporation and dissolution
procedures, and requires filings with the office of the
Secretary of State.  Membership and board of directors
requirements and duties are established.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill will allow nonprofit
water companies that are similar to the sewage companies allowed
by law.  These companies would not be regulated by the Public
Service Commission.  These companies would have the ability to
issue debt.

Testifying for the bill were Representative Hoppe; and RPS
Properties.

OPPONENTS:  There was no opposition voiced to the committee.
