HB 698 -- Intermediate Drivers' License

This bill establishes a new intermediate drivers' license system.

A person 15 years of age will be able to obtain a temporary
instruction permit upon successfully completing a vision test
and a test of practical knowledge of the traffic laws of this
state and of ability to understand highway signs which regulate,
warn, or direct traffic.  No person will be granted a temporary
instruction permit unless a parent or legal guardian gives
written permission by signing the license application.

Beginning July 1, 2001, all persons under 18 years old, in order
to drive must obtain an intermediate drivers' license.
Applicants for an intermediate license must have had a temporary
instruction permit for a 6 month period and completed at least
24 hours of supervised driving.  Persons who have an
intermediate drivers' license will be restricted from driving
between the hours of 1:00 a.m. and 5:00 a.m. unless the driver
is accompanied, in a seat beside the driver, by a parent,
guardian, or grandparent or unless the driver is traveling to or
from a school or a regular place of employment or in emergency
situations.

At age 18 a person may obtain a regular drivers' license at a
cost of $10 and without further testing, other than vision
testing, if the person has not had an intermediate license
suspended or revoked.  If an intermediate license was suspended
or revoked, the person will be completely retested before
obtaining a license.  An intermediate license will be for a 2
year period and cost $5.

Any intermediate driver's licensee accumulating 6 or more points
in a 12 month period may be required to successfully complete a
driver improvement program.  This driver improvement program
cannot be used in lieu of point assessment.

Any person will be exempt from the intermediate licensing
requirements who is 18 years of age and meets all other
licensing requirements.
