This bill requires the Department of Health to designate one HIV
testing site in the central Missouri area where persons can
receive HIV testing anonymously.  Currently, HIV testing sites
are located in St. Louis, Kansas City, and Springfield.

Physicians, hospitals, and authorized persons may refuse to
perform anonymous HIV sampling for specimens and can refer
individuals to the designated HIV testing sites.

The designated HIV testing sites are required to use a coded
reporting system when reporting results to the Department of
Health and to initiate contact notification when reporting
positive HIV results to persons who requested anonymous testing.

City, and Springfield.

Physicians, hospitals, and authorized persons may refuse to
perform anonymous HIV sampling for specimens and can refer
individuals to the designated HIV testing sites.

The designated HIV testing sites are required to use a coded
reporting system when reporting results to the Department of
Health and to initiate contact notification when reporting
positive HIV results to persons who requested anonymous testing.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill would allow a
permanent HIV testing site to be established in the central
Missouri area and would alleviate a 2 hour or greater drive for
central Missouri residents to the Kansas City area, the St.
Louis area, or the Springfield area for anonymous HIV testing.

Testifying for the bill were Representative Riback Wilson; Boone
County Department of Health; Missouri Department of Health; and
numerous county health departments and nursing services that
submitted written testimony in support of this bill.

OPPONENTS:  There was no opposition voiced to the committee.
