HB 586 -- Project Labor Agreements

Co-Sponsors:  Green, Rizzo, Wagner, McKenna, Reynolds, George,
Foley

This bill allows the Director of the Department of
Transportation to establish and implement project labor
agreements for individual public construction projects under the
department's control.  Factors that must be considered prior to
determining whether to use a project labor agreement on a given
project are listed.  The terms of the project labor agreement
will be negotiated between the department, project manager,
trades councils, affiliated unions, and industry
representatives.  An approved project labor agreement will be
included in original bid specifications.
