HCS HB 533 -- EMPLOYMENT OF ILLEGAL ALIENS (Rizzo) This substitute disallows various state-administered or subsidized tax benefits for employers who knowingly remunerate illegal aliens for labor. Knowingly accepting state-- administered or subsidized tax benefits in violation of this section is a class A misdemeanor with a fine of up to 3 times the amount of the benefit accepted. FISCAL NOTE: Increase to General Revenue is Unknown for FY 2000, FY 2001, and FY 2002.
HCS HB 533 -- EMPLOYMENT OF ILLEGAL ALIENS SPONSOR: Rizzo COMMITTEE ACTION: Voted "do pass" by the Committee on Commerce by a vote of 26 to 0. This substitute disallows various state-administered or subsidized tax benefits for employers who knowingly remunerate illegal aliens for labor. Knowingly accepting state-- administered or subsidized tax benefits in violation of this section is a class A misdemeanor with a fine of up to 3 times the amount of the benefit accepted. The substitute has a penalty provision. FISCAL NOTE: Impact on General Revenue is Unknown in FY 2000, FY 2001, and FY 2002. PROPONENTS: Supporters say that this bill will help address the problems associated with the increasing number of illegal aliens in the state, especially in the larger cities; these problems include competition with citizens for jobs and a growing incidence of violent crime attributable to illegal aliens. Testifying for the bill was Representative Rizzo. OPPONENTS: Those who oppose the bill say that employers do not always know that the person they have hired is an illegal alien, and so they should not be penalized for hiring someone in good faith.
