COMMITTEE ACTION:  Voted "do pass" by the Committee on Urban
Affairs by a vote of 6 to 2.

This bill increases the maximum levy rate for voter-approved
debt service taxation in Kansas City from $.50 to $1.00 per $100
assessed valuation.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that revenue from this tax is used
to provide quality health care for low-income uninsured and
under-insured people.  The levy was last increased 10 years
ago.  An increase is needed now because of rising medical costs,
changes in Medicaid, and expansion of the uninsured population.

Testifying for the bill were Representative Skaggs; Kansas City
Health Department; Truman Medical Health System; Metropolitan
Ambulance Service Trust; Swope Parkway Health Center; and City
of Kansas City.

OPPONENTS:  There was no opposition voiced to the committee.
