BILL SUMMARIES

COMMITTEE

HB 412 -- FIRE PROTECTION DISTRICTS

CO-SPONSORS: Foley, Murray

COMMITTEE ACTION: Voted "do pass" by the Committee on Local
Government and Related Matters by a vote of 18 to 0.

This bill allows, upon voter approval, any fire protection
district that provides emergency ambulance service to provide
nonemergency ambulance service with the use of a fee for such
service.

FISCAL NOTE: No impact on state funds.

PROPONENTS: Supporters say that this service would be paid for
by user fees and only after being put to a vote of the people.
Allowing fire protection districts to provide nonemergency runs
would promote greater competition and shorter waiting times for
users. It would also bring in revenue for the districts.

Testifying for the bill were Representative Foley; and Missouri
State Council of Fire Fighters.

OPPONENTS: There was no opposition voiced to the committee.

Steve Bauer, Legislative Analyst
