HB 410 -- Personal Property Tax on Vehicles

Sponsor: Pouche

This bill changes provisions related to the assessment of motor
vehicles and other personal property for the purpose of personal
property taxation.

The bill allows the use of the original bill of sale to
determine value for the assessment of motor vehicles when the
vehicle is not classified in certain vehicle value publications
and requires a physical inspection of any personal property if
the property assessment increased by more than 5% since the last
assessment.

The bill also allows a credit against 1999 personal property tax
to certain taxpayers whose assessment of their motor vehicles
increased 5% in 1998 due to a change in law. The credit will be
equal to the portion of the assessment for 1998 which represents
an increase of greater than 5% on all motor vehicles owned by
the taxpayer due to a change in the law.
