INTRODUCED

HB 396 -- Expenditures of Public Funds

Sponsor:  Shields

This bill prohibits the expenditure of public funds by any
officer, employee, or agent of the state of Missouri or a
political subdivision to support or oppose a ballot measure or
candidate.  This does not prohibit a public official from making
public appearances or from issuing press releases concerning a
ballot measure.  In addition, the bill prohibits the state's
executive departments from distributing material that supports
or opposes pending legislation.  The departments can distribute
material that provides information about pending legislation
with the consent of the bill's sponsor.
