HB 297 -- COUNTY ELECTION COMMISSION

SPONSOR:  Reinhart, Ridgeway, Pouche

COMMITTEE ACTION:  Voted "do pass" by the Committee on Elections
by a vote of 10 to 7.

This bill requires that each vacancy on the board of election
commissioners in Clay County be appointed by the Governor, with
the advice and consent of the Senate, from a list of 3 names
submitted to the Governor by the county committee of the
political party of the outgoing member.  A separate list of 3
names must be submitted for each vacancy.  The name of the same
person may be submitted on more than one list.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill will ensure that only
loyal Republicans or Democrats serve on the Clay County Board of
Election Commissioners.  By that, the bill promotes added
confidence in the electoral process.

Testifying for the bill were Representatives Reinhart and
Ridgeway.

OPPONENTS:  There was no opposition voiced to the committee.
