HCS HB 287 -- DETAILED BASE BUDGETING FOR STATE DEPARTMENTS

SPONSOR:  Backer (Champion)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Fiscal
Review by a vote of 12 to 0.

Currently, the selection of the department or agency or program
for detailed base review is based on a majority concurrence of
the Chairman of the House Budget Committee, the Chairman of the
Senate Appropriations Committee, and the Director of the
Division of Budget and Planning.  This substitute requires that
every department, division, or agency be reviewed at least once
every 5 years, on a rotating basis, after January 1, 2003.  The
detailed base review is to include the entire budget of the
department or agency, and is to be based on a cost/outcome or
cost/performance analysis which is to be developed by the
department or agency for its individual services and programs.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill will save the state
money by requiring review of budgets on a cost/performance basis
and by placing a date certain on all such reviews.

Testifying for the bill was Representative Champion.

OPPONENTS:  There was no opposition voiced to the committee.
