HB 125 -- MARRIAGE LICENSES SPONSOR: Gaskill COMMITTEE ACTION: Voted "do pass" by the Committee on Children, Youth and Families by a vote of 14 to 4. This bill allows applicants for a marriage license to obtain the license immediately if the applicants have completed a program in premarital counseling, or if a circuit or associate circuit judge orders issuance upon a showing of good cause in unusual circumstances. Currently, a marriage license is issued within 3 days and no counseling program is required. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that allowing persons to obtain a marriage license immediately if they have completed a program in premarital education or counseling will encourage people to participate in such programs.
