HB 1039 -- Licensing of Plumbers

This bill allows all first and second class counties to license
contractors, firms, or corporations engaged in the business of
plumbing and drainlaying.  A building commission may be
appointed to prepare inspection regulations, a schedule of
permits, licenses, and inspection fees.
