HB 1027 -- Instruction in Phonics

This bill requires that public schools ensure that phonics
instruction is provided in kindergarten through grade three as
part of a balanced program of reading instruction and that
teachers receive adequate training in such instruction.  The
Department of Elementary and Secondary Education is required to
incorporate phonics in teacher certification standards for
kindergarten through grade three.  Teacher competency tests in
grammar and phonics instruction will be required after July 1,
2001.
