INTRODUCED

HB 1022 -- State Housing

Co-Sponsors:  Cierpiot, Reinhart, Enz, Loudon

This bill makes several changes to the Missouri Housing
Development Commission, including moving the commission to the
Department of Economic Development.  Effective August 28, 1999,
the commission is required to comply with all statutes and rules
governing the general operation of state agencies.  The bill
removes the Lieutenant Governor from the commission and adds the
Director of the Department of Economic Development to the
commission.

The bill also expands the commission from 6 members selected by
the Governor to 31 members selected by the Governor from a list
of names provided by state senators.  Selection criteria and
procedures are established.  The president pro tempore, the
majority floor leader, and minority floor leader will be the
confirmation committee.  The bill changes the number necessary
for a quorum from 6 members to 18 members.

The commission will be examined yearly by the Director of
Finance and the State Auditor.  The bill requires the commission
to establish standard procedures for awarding any monetary grant
or loan, including establishing a loan committee comprised of
bankers and commissioners and an appeals process for the review
of denied projects.  Rules must be established by July 1, 2000.
