HB 1009 -- PARKING FINES

SPONSOR:  Shelton

COMMITTEE ACTION:  Voted "do pass" by the Committee on Municipal
Corporations by a vote of 11 to 2.

This bill allows cities to pass an ordinance adding outstanding
parking violations issued on vehicles for which personal
property tax is due to personal property taxes which are
collected by the collector of revenue.  Personal property tax
bills will not be considered paid in full by the collector of
revenue until the personal property tax and all outstanding
parking violations are included in the same payment and paid in
full.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that this bill will facilitate the
collection of fees for outstanding parking violations in any
city which adopts the provisions of this bill by ordinance.
Currently, there are numerous outstanding parking violation fees
in arrears in the City of St. Louis.

Testifying for the bill were Representative Shelton; and City of
St. Louis.

OPPONENTS:  There was no opposition voiced to the committee.
