HB 1003 -- Alternative Fuel Vehicles

This bill establishes an alternative fuel vehicle loan program
to assist political subdivisions with the purchase or conversion
of alternative fuel vehicles and the construction of fueling
stations capable of dispensing alternative fuels. All political
subdivisions with fleets of 10 or more vehicles are eligible.
The Commissioner of Administration will develop an
administrative plan by July 1, 2000. Preference in awarding
loans will be given to applicants with plans to make significant
investments and cooperate with the state, other political
subdivisions, and the private sector in developing
infrastructure for dispensing alternative fuels. Loans may
provide up to $2,000 for vehicle purchases or conversions, and
up to $100,000 for the construction of fueling stations. Loans
must be repaid within 4 years, and no political subdivision may
receive more than $100,000 in vehicle loans and $100,000 in
fueling station loans in one year. Successful applicants must
agree to provide requested vehicle data and to make fueling
stations available at reasonable cost to other political
subdivisions and, if possible, to the general public.
