INTRODUCED

HB 1001 -- Raffles and Sweepstakes Regulation

Sponsor:  Scheve

This bill establishes regulations for raffles and sweepstakes.
Certain religious or charitable organizations are authorized to
conduct raffles or sweepstakes with gross receipts of less than
$1,000.  Raffles and sweepstakes are subject to the following
restrictions:

(1)  Proceeds may not be loaned to any person;

(2)  Persons conducting or managing raffles or sweepstakes must
be bona fide members of the organization for at least 2 years;

(3)  No person may receive remuneration, profit, or gift for
participating in the management, conduct, or operation of any
raffle or sweepstakes;

(4)  No organization may conduct more than one raffle or
sweepstakes in any 30-day period;

(5)  Tickets may not exceed $1 in price;

(6)  No person under 16 years old may participate in conducting
any raffle or sweepstakes;

(7)  Tickets may not be sold in vending machines or mechanized,
coin-operated machines; and

(8)  No rented or reusable tickets may be used to conduct any
game.

The bill authorizes the Missouri Gaming Commission to promulgate
rules and regulations to implement these provisions.
