FISCAL ANALYSIS

ASSUMPTION

The Gaming Commission assumes this proposal would not fiscally impact their agency.

Oversight assumes this proposal would require the Secretary of State's Office to certify the proposal to local election authorities for inclusion on the November 2000 general election ballot and to publish full text of the proposal in selected newspapers throughout the state. Costs are estimated at $1,330 per inch, for 3 printings, or $3,990 per newspaper column inch. Oversight estimates 19 column inches would be needed for the publications at a total cost of $75,810.

The Secretary of State's Office assumes the proposal will be put to the voters at the next general election in the year 2000. However, if the governor calls a special election, the fiscal impact could exceed $1,000,000, depending on the date of the special election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposed constitutional amendment reduces from two years to six months the period of time during which a bingo game volunteer must be a bona fide member of the licensed organization before he or she can participate in the management, conduct or operation of any game.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
