FISCAL ANALYSIS

ASSUMPTION

Officials from the following agencies do not expect to be fiscally impact by this proposal: Secretary of State's Office, Coordinating Board of Higher Education, Department of Transportation, Department of Public Safety, Department of Revenue, Office of State Courts Administrator, Department of Elementary and Secondary Education, Attorney General's Office, Department of Labor and Industrial Relations, State Tax Commission, Office of Prosecution Services, Office of the Governor, Department of Economic Development, Missouri Veterans Commission, House of Representatives and the Lieutenant Governor's Office.

Officials from the Department of Health assume no impact on their department but did want to note that this proposal would tie the cost of living adjustments to the increases in personal income in Missouri. Increasing the cost of living adjustments (COLA) to one indicator will tend to skew the COLA factor over time. Currently, several indicators are used to calculate the COLA adjustment. In addition, if federal money is not increased by the COLA amount, there would be less money available to spend on program specific activity.

Officials from the Office of Administration, Division of Personnel (COA) assume that any salary increases will be set by the Governor, within salary ranges indicated by the Personnel Advisory Board, beginning July 1, 2000. Any increase in costs would come as an appropriation request and be handled through the yearly budget process.

Oversight assumes that any salary increases will be determined by the Governor and based on salary ranges indicated by the Personnel Advisory Board and appropriated by the General Assembly. Until the Board can complete its study and provide recommendations, a fiscal impact cannot be determined, therefore Oversight is indicating a $0 to (Unknown) fiscal impact, subject to appropriation.

No direct fiscal impact to small businesses would be expected as a result of this proposal.


DESCRIPTION

Beginning in FY 2001, the salaries of department directors and the members of the Board of Probation and Parole would be set by the Governor within salary ranges set by the Personnel Advisory Board. The salaries of members of the Board of Probation and Parole appointed prior to August 28, 1999 would continue to receive the salary set by statute.

The proposal also provides that when the General Assembly increased salaries by statute, that increase becomes effective in the fiscal year beginning after the effective date of the change

unless there is a specific appropriation for that purpose before such time.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
