FISCAL ANALYSIS

ASSUMPTION

Department of Natural Resources (DNR) officials assume no fiscal impact to their department.

Cole County-Department of Public Works assumes no fiscal impact.

Oversight assumes to allow a sewer district to terminate service after 3 months of non-payment rather than 12 months would speed up the collections procedure but would not increase nor decrease the total anticipated income to the district, therefore, Oversight assumes no fiscal impact.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal would allow public sewer districts created under the provisions of sections 249.430 to 249.660 to terminate service after sewer charges remain unpaid for a period in excess of three months. Current law allows districts to terminate service after charges remain unpaid in excess of one year.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
