FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Revenue (DOR) assume the proposed legislation would result in the need for programming modifications to the "over-the-counter" license system to disallow a license application transaction when a parent/guardian approval is required. Polaroid, (vendor) estimates that it would take approximately 48 hours to complete the computer system modifications at an hourly cost of $125, resulting in costs of $6,000 (48 x $125).

Oversight assumes there would be a potential for decreased revenue if parents file the required documentation to prohibit the DOR from issuing their child a driver's license, resulting in fewer licensees. Also, there could be a reduction in DOR administrative costs. However, any decreases in revenue and administrative costs would likely be minimal.

Officials from the Department of Transportation (DHT) stated they concurred with DOR's response.

Officials from the Office of State Courts Administrator (CTS), Department of Public Safety - Missouri State Highway Patrol (MHP), Office of Prosecution Services (OPS) and the Office of State Public Defender (SPD) assume the proposed legislation would have either no or minimal fiscal impact on their agencies.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION

The proposed legislation would prohibit a person under the age of 18 years from being issued a driver's license if that person's parents or legal guardians file a certified document with DOR stating that the Director of DOR should not issue such person a driver's license. This provision would not apply to any person who is legally emancipated. The parents or legal guardians could later file an additional document with the DOR which would reinstate the person's ability to receive a driver's license.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.

This legislation would not affect Total State Revenues.
