FISCAL ANALYSIS

ASSUMPTION

The Department of Natural Resources (DNR) assumes the proposed legislation states the commission may provide training, programs and other assistance to the soil and water conservation districts within determined land resource areas for the identification and development of programs that respond to the character of the districts needs. This will not result in a fiscal impact to the department because staff currently provides training, resources and other assistance to soil and water conservation districts. The commission already has the authority through which the districts identify and request programs that respond to particular districts' needs.

No direct fiscal impact to small businesses would be expected as a result of this proposal.


DESCRIPTION

This proposal states the mission Soil and Water Conservation Commission as focusing on prevention of erosion and runoff with programs based on each district's needs and character rather than "conservation of productive power".

The number of voting farmer members required to determine an action is reduced from four to three where a quorum of four farmer members is present. The chairman is now allowed to vote on any matter.

DESCRIPTION (continued)

Language has been added to clarify that the policies and programs of the Commission must be responsive to the diversity of land resource areas within the state.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
