FISCAL ANALYSIS

ASSUMPTION

The Gaming Commission, Secretary of State's Office, Ethics Commission, and the Department of Health assume this proposal would not fiscally impact their agencies.

The Department of Conservation (MDC) states that this proposal appears to restrict MDC's right to sell, lease, grant, or otherwise convey certain property. However, MDC has never leased, conveyed, or sold Conservation property to gaming facilities and does not intend to do so. Therefore MDC is assuming a zero fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal prohibits campaign donations by or on behalf of any excursion gambling boat or supplier to candidate committees or candidates for statewide or local office, state representative, or state senator. It also prohibits the Conservation Commission from selling, leasing, or conveying property owned by the Department of Conservation to any gaming facility, and prohibits gaming boat licensees from providing child care services to non-employees.

The proposal places a gambling boat licensee's bond or other form of surety, and license renewal, at risk if an expansion or modification of the boat, which has been approved by the Missouri

Gaming Commission, is not completed within two years of the date of approval.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
