JOINT RESOLUTION

Submitting to the qualified voters of Missouri, an amendment to article IX of the Constitution of Missouri relating to the accountability by the board of curators of the state university.


Be it resolved by the Senate, the House of Representatives concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article IX of the Constitution of the state of Missouri:

Section A.  Article IX, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 11, to read as follows:

Section 11.  In order to provide greater accountability and expenditure information to the taxpayers of Missouri, the board of curators of the state university shall provide a budget by campus which shall include but not be limited to the following information: the allocation of appropriations approved by the general assembly by fund source and fund expenditure for the previous fiscal year and current fiscal year; the actual distribution of appropriations by fund source and fund expenditure for the previous fiscal year and the current fiscal year; all revenue sources and corresponding amounts for the previous fiscal year and the current fiscal year; and all fund expenditures and corresponding amounts for the previous fiscal year and the current fiscal year.  This budget shall be provided to the general assembly by October first of each year.  Moneys appropriated to the state university shall be detailed in the appropriation bill by campus.  Any state funds not expended by any campus at the end of the fiscal year shall be reported by appropriations item to the general assembly.  All budget requests and reports made by the university to

the general assembly shall be in a form designed to enable the general assembly to compare and analyze current budget requests and expenditure reports with previous budget requests and expenditures on a year-to-year and campus-to-campus basis.
