JOINT RESOLUTION

Submitting to the qualified voters of Missouri, an amendment to article X of the Constitution of Missouri relating to personal property taxation.


Be it resolved by the Senate, the House of Representatives concurring therein:

That at the next general election to be held in the state of Missouri, on Tuesday next following the first Monday in November, 2000, or at a special election to be called by the governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to article X of the Constitution of the state of Missouri:

Section A.  Article X, Constitution of Missouri, is amended by adding thereto one new section, to be known as section 6(c), to read as follows:

Section 6(c).  The general assembly may, by general law, exempt from taxation all motor vehicles used primarily for nonbusiness purposes, as defined by law.  Any such law shall provide for appropriate reimbursement to the various political subdivisions, by the state, of revenues lost because of the exemption which are not recovered through existing state funding sources or by tax rate adjustments as authorized by law.  The amount of such reimbursements shall be excluded from the calculation of total state revenues as defined in section 17 of this article.
