AN ACT

To amend chapter 253, RSMo, by adding thereto one new section relating to state historic sites, with an emergency clause.


Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A.  Chapter 253, RSMo, is amended by adding thereto one new section, to be known as section 253.417, to read as follows: 

  253.417.  1.  The first commercial film studio operated in Missouri by Walt Disney in Kansas City is hereby designated as a Missouri state historic site.

2.  The Missouri department of natural resources may acquire the Disney film studio pursuant to appropriation by the general assembly.  The attorney general shall approve the instrument of conveyance.

3.  Upon purchase of the property, the department of natural resources shall rehabilitate the Disney film studio building and establish and operate a museum there dedicated to the life and works of Missourian Walt Disney and the role of other Missourians in the history and development of animated and live action films.

Section B.  Because of the rapidly deteriorating condition of the structure, this act is deemed necessary for the immediate preservation of the public health, welfare, peace and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and this act shall be in full force and effect upon its passage and approval.
